This report presents the findings of an evaluation of the Islands Business Resilience Fund (IBRF), a £4.4 million Scottish Government initiative delivered by HIE between July 2025 and March 2026.
Established in response to the ongoing disruption to ferry services affecting Scotland’s island communities, the fund aimed to provide short-term financial support to businesses experiencing significant operational and economic impacts.
The evaluation assesses the rationale for intervention, the design and delivery of the fund, and the extent to which it achieved its intended outcomes.
