Recent years have seen increasing policy focus on communities, supported by legislation. Given the changing policy landscape, we commissioned research to explore the views of community groups/organisations on how they could maximise opportunities associated with CWB. It covered a range of topics including structure and operating arrangements, confidence and challenges, asset ownership and strategic opportunities.

The research included a light touch desk-based review, stakeholder consultations, an online survey of community groups and organisations across the region, and follow-on depth interviews with a selection of survey respondents. It was undertaken by the Diffley Partnership.
