This research, finalised in May 2022, explores the extent and nature of rural and regional disadvantage experienced in the Highlands and Islands and considers how evidence, policy and funding mechanisms can mitigate or exacerbate disadvantage. It also includes a high-level overview of emerging economic opportunities for the Highlands and Islands that will help to support rural economies and unlock potential.

The research, undertaken by Indigo House, involved analysis of secondary data sources, a desk-based review of policy and funding mechanisms and qualitative research with 22 key stakeholders from across the public sector, industry, community bodies and academia.
