5 PROJECTS AND ACTIONS
Project and action priorities are listed under the five headings. Under each priority one or more of the stakeholders is tasked with taking action forward, and to begin working up a project which will be eligible for Structural Fund support.
A Increasing Business Competitiveness
Priorities A1 Develop schemes and programmes to provide direct assistance to business development which will add value to products and encourage IT. Action - SALE and HC
A2 Develop programmes to sustain farm and croft businesses. Action - HC, SALE and SNH
A3 Promoting the distinctive Skye and Lochalsh image in marketing the area. Including the promotion of food and drink. Action - SALE
A4 Improving fishery and aquaculture and marine infrastructure in the many small piers and harbours such as Staffin. Action - HC
A5 Develop programmes to extend the tourist season by promoting special interest holidays. Action - HOST
A6 Creating opportunities in the natural environment and encouraging new environmental businesses in areas such as Broadford. Action - HC, SALE and SNH
B Improving the Area's Infrastructure
Priorities B1 Improving the piers at Kyle and Uig to provide better links for sea freight fisheries and in the case of Kyle rail freight and provision of new facilities in remoter areas e.g. Glenelg, Carbost, Stein. Action - HC
B2 Improve the single track road network at key economic development points, including the road improvement to Armadale, as part of a co-ordinated community development of Sleat including business support services at Sabhal Mor Ostaig. Action - HC
B3 Improving the Staffin Road and its links through the Portree relief road. Action - HC
B4 Supporting ways of improving and integrating public transport including private cars as well as traditional public service vehicles. Action - HC
B5 Re-opening the Broadford Airstrip linked with economic development plans for transporting passengers and high value products. Action - HC/Private Sector
B6 Supporting the development of a comprehensive footpath network through the Highland Access Strategy Action - SNH
B7 Implement the Portree Project comprising the new High School, the redevelopment of Bayfield, additional industrial land, improvements to the harbour and all the allocated sewerage and link roads. Action - HC
B8 New ferry terminal on Raasay to safeguard ferry link and to facilitate use of large capacity ferry. Action - HC
C Human Resource Development
Priorities C1 Developing UHI outreach centres in Portree, in Lochalsh and Raasay. Action - SALE
C2 Targeting skill training on improving tourism and retailing skills, business management, community leadership, IT, Environmental management and reviewing aquacultural and fishery skills, and also to look at other rural priorities. Investors in People and Life Long Learning should be supported through the Local Learning Partnership. There is a gap in adult guidance and training for child care.
The University for Industry will be a broker for matching jobs and training needs. Action - SALE
C3 A major community investment will be the new High School at Portree. This should be maximised by providing for outreach training, adult and business training, community and leisure facilities. Action - HC and SALE
C4 Develop training programme for specialist skills which involvessupporting trainees travelling to centres outwith the area. Action - SALE
D Assisting Rural Communities
Priorities D1 Wider use should be made of existing community buildings to provide for IT and leisure/meeting centres. In this regard community partnerships should be empowered to manage their own affairs with the help of community managers who are trained and supported. Action - SLCVO/HC
D2 Housing and Health Spending might provide significant Match funding to draw down European support for community Partnerships. Action - LSHA/HCT
D3 Continue the development of rural and IT centres and rural Teleworking. Action - SALE
D4 Develop businesses run by the local community to deliver local services and projects. Action - SLCVO
D5 Strengthen cultural and heritage distinctiveness to develop economic activity. Action - HC
D6 Implementing the economic development plans for the rural areas of Glenelg, Trotternish and Raasay. Action - HC
E Environmental Sustainability
Priorities E1 Develop waste minimisation and renewable energy strategies for the area, and encourage more efficiency in energy and water usage. Action - HC/SALE/NOSWA
E2 Heighten environmental awareness amongst the business community by a targeted programme of information and education. Action - SNH
