ANNEX A: Business Support Services - Roles and Responsibilites of Providers

GENERAL AND MULTI-SECTOR

Highlands and Islands Enterprise
Regional economic, skills and community development agency.  Most programmes delivered via HIE Shetland, but provides certain specialist services on pan-Highlands and Islands basis.

Prince's Scottish Youth Business Trust
Voluntary sector body supporting the 18-25 age group into self-employment and new business formation.  Shetland activity supported by Regional Manager in Inverness.
 
Scottish Trade International
National export promotion body supported by Scottish Enterprise and Highlands and Islands Enterprise.  Services available via Highlands and Islands Trade and Export Partnership.

Shetland Business Innovation Centre Ltd
Provision of start-up business units, business mentoring and associated back-up facilities.
 
Shetland College
Further Education College and Academic Partner in UHMI.  Provides tailored courses and support services to local industry in addition to vocational and higher educational curriculum.

HIE Shetland
Local Enterprise Company, delivering HIE Network programmes and local initiatives in response to Shetland needs.

Shetland Islands Council Development Department
SIC Department, reporting to Development Committee.  Provides discretionary assistance to individual businesses and trade associations, with the aim of encouraging and sustaining the Shetland economy.  Access route to Charitable Trust, Shetland Leasing and Property Developments, or Shetland Development Trust funding where appropriate.

Shetland Development Trust
Established by SIC to make investments in Shetland businesses, sourcing funds from the Council's Reserve Fund and investing in local ventures.

Shetland Leasing and Property Developments Ltd (SLAP)
Wholly -owned subsidiary of SIC Charitable Trust.  Invests in property development and other business ventures with the aim of securing a commercial return to the Charitable Trust

Shetland Trust
Independent, local, trust.  Able to make small "soft" loans to individual business people.

SECTOR SPECIFIC

Aquaculture Trust
Working capital loans for salmon farmers.

Crofters' Commission
Statutory development body for crofting, providing a range of support schemes for development activities by crofters and townships.  Works with and through SERAD.

North Atlantic Fisheries College
Specialist college established to support Shetland's fish-catching, fish processing and aquaculture sectors.  Now extended into higher education and research activities, as Academic Partner in UHMI.

Shetland Fisheries Training Association
Provides an advisory service on careers as well as higher/further education and training opportunities in the fisheries sector.  Also vocational training provider for all fisheries sectors.

Scottish Agricultural College
National body, providing local delivery of advisory and other business support services to agriculture sector.

Scottish Executive Rural Affairs Department
Government Department through which mainstream funding for agriculture sector is channelled.  Local office in Shetland.

Scottish Land Fund
Lottery-funded body  providing financial assistance to communities for land acquisition etc.  Support delivered by HIE.

Scottish Natural Heritage
Statutory body for conservation and protection of natural heritage.  Supports local community initiatives and encourages environmentally responsible practices in agriculture sector.

Shetland Agricultural Association
Local marketing consortium operated by Shetland agricultural sector.

Shetland Agricultural Training Groups Association
Local training consortium delivering training and updating programmes for LANTRA (national sectoral training board).

Shetland Islands Council Charitable Trust
Loans for agricultural developments.

Shetland Crofting, Farming & Wildlife Advisory Group (SCFWAG)
Local advisory group, part of the FWAG Scotland and FWAG UK.  Provides advice and information to help farmers and crofters balance commercial agriculture with environmental care. Co-ordinate specialist advice and grant sources.  Encourage contact, discussion and understanding between farmers, crofters and environmentalists.

Shetland Amenity Trust
Local trust responsible for protection of architectural, archaeological and historic heritage of Shetland and for promoting access to and conservation of the countryside.  Gives grants to local communities and projects.

Shetland Arts Trust
Local trust responsible for promoting the practice and enjoyment of the arts in Shetland.  Gives grants to artists and local groups.

Shetland Community Enterprise Network
Local association for community enterprise.  Provides support, advice and representation to 25 + member organisations.

Shetland Fish Processors' Association
Local trade association for the sector.  Provides loans to members through Export Fund

Shetland Fishermen's Association
The SFA acts primarily as a pressure group representing the views of members to all levels of government and is actively involved in discussions not only in Shetland, but also at the Edinburgh and Westminster Parliaments and within the European Union.

Shetland Fish Producers' Organization
The role of the SFPO is to manage the sectoral fish quota system and administer the EU market support system as well as undertaking the role of marketing its members' catches.

Shetland Fishermen's Trust
The SFT was established for the purpose of strengthening and expanding the catching side of the fishing industry in Shetland by granting loans for the purchase and maintenance of boats, gear and equipment, and to assist in training.

Shetland Oceans Alliance
Partnership between Shetland Islands Council, Shetland Fishermen's Association and Shetland Fish Processors Association to promote the sustainable long term future of the fisheries industries.

Encourage liaison between Shetland Islands Council and industry.

Shetland Islands Council Community Services Department
SIC Department.  Provides a range of grants to voluntary and community organisations from SIC and Charitable Trust sources.

Shetland Islands Tourism
Area Tourist Board for Shetland.  Promotes tourism to Shetland and provides information, marketing and related services to its members.

Shetland Knitwear Trades Association
Local trade association for the sector.  Provides technical information to members.

Shetland Salmon Farmers' Association
Local trade association for the sector.  Provides technical information, support and advice to members.

Shetland Shellfish Growers' Association
Local trade association for the sector.  Provides technical information, support and advice to members.
