Introduction
Highlands and Islands Enterprise (HIE) is seeking a suitably qualified and experienced insurance broker.
HIE is responsible for economic and community development across a diverse geographical area which covers more than half of Scotland and is home to around 445,000 people.
HIE’s activities include: provision of business support services, delivery of training and learning programmes, assistance for community and cultural projects, development and management of property and infrastructure to support business opportunities, including a £40 million property portfolio and measures for environmental renewal as well as the promotion of quality local produce and products.
Objective
The objective of the contract is to provide insurance broking services to HIE. Following an OJEU competition in 2007, HIE appointed Royal Sun Alliance as HIE’s property insurer under a three-year arrangement.
The transferred risk profile will include but is not limited to:
- Property insurance including rent for approximately 300 properties, primarily industrial and office premises, spread over the Highlands and Islands;
- Engineering risks relating to the properties (typically Inspection services for lifts etc);
- Property owner’s / occupier’s liability for selected properties;.
- Marine impact / liability.
Contract requirements
The contract requirements and services to be provided by the advisor include the following.
- Risk identification
- Risk control
- Risk transfer
- Other ongoing services - including expert advice, policy administration and claims handling.

The contract is being tendered using the two-stage restricted OJEU process and the Public Contracts (Scotland) Regulations 2006.
