Community Empowerment Act

The Community Empowerment (Scotland) Act 2015 helps to empower community bodies through the ownership or control of land and buildings, and by strengthening their voices in decisions about public services.

Highlands and Islands Enterprise is listed as a ‘relevant authority’ in Schedule 3 of the Act.  This means appropriately constituted community bodies can make the following requests to us:

  • Participation Requests:  this enables communities to request to participate in decisions and processes which are aimed at improving outcomes, and
  • Asset Transfer Requests: this enables communities to request to purchase, lease or use any land or buildings in our ownership or control if they feel they could make better use of it.
