CLUSTERS3 Project summary

Clusters address the challenge of size for small businesses through working with others which enables them to achieve global competitiveness, sustainable growth and development. Cooperation among SMEs, large companies and the Regional Innovation system within a given cluster or cross-cluster (whether formal or informal) is a major driver of innovation and internationalisation.

Cluster organisations could be perceived as the major facilitators for SMEs working in collaboration due to their multiplier effect. The goal of this project is to improve cluster policies and the performance of cluster organisations; bearing in mind their important role of opening up global value chains to SMEs and in leveraging the successful implementation of RIS3.

Aims of the project

CLUSTERS3 aims to share baseline information on cluster policy learning through 4 years work based on a strong multidisciplinary partnership representing different systems and innovative concepts (9 partners, 7 EU regions).

During the 1st phase we will focus on the exchange of experiences to identify and transfer good practices, carry out policy learning events and peer review the most relevant. During the 2nd phase, we will look to develop an Action Plan in all partner regions.

On a regional level we expect to strengthen the innovation and competitiveness ‘enablers’; gaining a better alignment of clusters, policies and projects with RIS3; overcome the disadvantage of SMEs dimension and make regional procedures and programmes more cluster-friendly. All in all, the aim is to share joint policy tools such as monitoring & evaluation to follow up the achievements and progress of existing clusters and policies to assess their effectiveness. This will allow us to benchmark, identify best performers and learn by comparison over the years and to look to leverage Cluster Policies for successful implementation of RIS3.
