Strategy for Gaelic The bones of an integrated strategy for the development of Scots Gaelic (Gàidhlig) were set out by HIE in May 1993 in the paper "The Dynamics of Gaelic Development". These were developed to form the mission, strategy and operational plan for Scotland's Gaelic development agency Comunn na Gàidhlig (CNAG).
